Empowering women economically is a cornerstone for achieving sustainable development and gender equality. Women face numerous challenges, including wage gaps, traditional social roles, and restrictive laws that hinder their economic participation. In Arab countries, women experience low workforce participation due to legal and cultural barriers, while shouldering the burden of unpaid caregiving. Promoting women’s economic empowerment requires legislative reforms, investment in education and training, support for entrepreneurship, and the development of caregiving services. Empowering women is not just a human right but also a pathway to building fairer, more sustainable societies and fostering economic and social growth for everyone.

Empowering women economically is a fundamental pillar for achieving sustainable development and fostering social equity. It is not just a call to improve the lives of women but a comprehensive approach required by any society striving for gender equality and inclusive economic growth. When women are given the opportunity to participate effectively in economic activities, the impact resonates positively across national economies. Studies show that gender equality can increase global GDP by billions of dollars.

Despite the economic and social benefits of women’s empowerment, women face numerous challenges, particularly in Arab countries. Women continue to suffer from wide gaps in the labor market, ranging from low participation rates to wage discrimination, along with barriers tied to social roles and legislative frameworks. These challenges deprive women of access to economic resources and hinder their professional advancement.

Statistics indicate that women’s participation in the workforce in Arab countries is the lowest globally, at just 24%, while unemployment among women reaches 18%. These figures reveal stark gender disparities, as men’s workforce participation significantly outpaces that of women. The problem is not only the lack of job opportunities but also the traditional social roles that assign women unpaid household responsibilities, such as childcare and domestic duties. These roles place a heavy burden on women and limit their ability to balance family obligations with professional ambitions.

One of the most pressing issues is the gender pay gap. On average, women earn only 80% of what men earn for the same jobs. This disparity is not confined to developing countries but extends to developed nations as well, manifesting most prominently in male-dominated sectors like technology and engineering. In the Arab world, the problem is compounded by cultural norms that undervalue women’s work or impose restrictions on their career prospects.

Legal frameworks in many Arab countries also pose challenges to women’s economic empowerment. While most countries have ratified international conventions promoting gender equality, their implementation often lags behind. For instance, inheritance and property laws often place women in weaker financial positions compared to men. Limited control over financial resources and restricted access to necessary funding impede women from starting or expanding their own businesses.

Family law regulations represent another major obstacle to women’s economic empowerment in Arab countries. Certain laws grant men authority over women’s economic and social decisions, such as working or traveling, thus curtailing women’s financial independence. Moreover, women in some countries face restrictions on working hours or the types of jobs they are permitted to hold, which further reduces their professional opportunities and exacerbates economic disparities.

The caregiving economy presents yet another significant challenge to women’s economic participation. Women disproportionately bear the burden of unpaid caregiving, whether for children or the elderly. These responsibilities prevent women from fully engaging in the labor market, particularly in the absence of adequate support infrastructure. For example, a report by ESCWA highlights how the lack of accessible daycare centers and eldercare facilities forces women to shoulder additional responsibilities, hindering their professional aspirations. The COVID-19 pandemic has intensified this crisis, as many care facilities closed, leaving women to manage a double burden of household and professional work.

Despite these challenges, there are initiatives aimed at enhancing women’s economic empowerment in Arab countries. In Tunisia and Morocco, for instance, significant steps have been taken to improve women’s access to education and employment opportunities. However, gender gaps persist. Women in these countries face barriers such as limited access to targeted vocational training and fewer opportunities in high-paying sectors.

Research indicates that investing in women’s education and vocational training can yield significant economic benefits. Women who receive quality education and training in technology and innovation are better positioned to participate in the formal economy and secure well-paying jobs. Education is not just a tool for increasing women’s economic participation but also a means of boosting self-confidence and personal empowerment.

Entrepreneurship offers a promising avenue for advancing women’s economic empowerment. However, women aspiring to start their own businesses face substantial hurdles in accessing funding. Banks and financial institutions often require guarantees that women struggle to provide due to property and inheritance laws. The solution lies in expanding women-focused financing programs and providing technical and administrative support to help them develop their ventures.

Investing in caregiving infrastructure is a critical step to supporting women’s participation in the labor market. Establishing modern, affordable childcare and eldercare facilities can ease the burden on women and enable them to focus on developing their professional skills or pursuing new career opportunities. Additionally, improving public transportation and enhancing its safety can encourage women to work in urban areas, as security and harassment issues in transportation often deter women from joining the workforce.

Achieving women’s economic empowerment requires collaboration among governments, the private sector, and civil society. Laws and policies must be reviewed to ensure the removal of all barriers to women’s full participation in the economy. Investments in education and training, the promotion of entrepreneurship programs, and the development of caregiving infrastructure are essential steps toward this goal.

Economic empowerment of women is not merely a developmental goal or a human right but a necessity for building fair and sustainable societies. Engaging women equitably in the economy drives innovation and productivity and contributes to social and economic stability. When gender economic equality is realized, entire societies reap the benefits. Thus, nations must continue striving toward this objective, drawing inspiration from past successes and addressing current challenges with determination and effective action.

تمكين المرأة اقتصاديّاً: الأسس والتحدّيات

يشكّل تمكين المرأة اقتصادياً إحدى الركائز الأساسية لتحقيق التنمية المستدامة وتعزيز العدالة الاجتماعية. وهو ليس مجرّد مطلب لتحسين أوضاع النساء، بل هو نهج شامل يتطلّبه أي مجتمع يسعى إلى تحقيق المساواة بين الجنسين وتنمية اقتصاده في شكل شامل ومستدام. ذلك أن المرأة عندما تُمنَح فرصة للمشاركة الفاعلة في الأنشطة الاقتصادية، ينعكس ذلك إيجابياً على الاقتصاد الوطني، إذ أظهرت الدراسات ذات الصلة أن المساواة بين الجنسين يمكن أن ترفع من الناتج المحلي الإجمالي بمليارات الدولارات.

على رغم المزايا الاقتصادية والاجتماعية التي تأتي مع تمكين المرأة، تواجه النساء العديد من التحدّيات التي تعوق تحقيق هذا الهدف، ولاسيما في البلدان العربية. ولا تزال المرأة تعاني من فجوات واسعة في سوق العمل، بدءاً من معدّلات المشاركة المنخفضة وصولاً إلى التمييز في الأجور، بالإضافة إلى العقبات المرتبطة بالأدوار الاجتماعية والقوانين التشريعية. هذه التحدّيات تحرم النساء من الوصول إلى الموارد الاقتصادية وتعوق تقدمهن المهني.

تشير الإحصاءات ذات الصلة إلى أن معدّل مشاركة النساء في القوى العاملة في البلدان العربية هو الأدنى عالمياً، إذ لا يتجاوز 24 في المئة، في حين تصل معدّلات البطالة بين النساء إلى 18 في المئة. هذه النسب تعكس تفاوتاً صارخاً بين الجنسين، إذ تتفوق مشاركة الرجال في القوى العاملة بنسبة كبيرة. ولا تقتصر المشكلة فقط على نقص فرص العمل، بل تتعلّق أيضاً بطبيعة الأدوار الاجتماعية التقليدية التي تُلزِم النساء بأعمال منزلية غير مدفوعة الأجر مثل رعاية الأطفال والعناية بالمنزل. هذه الأدوار تُثقِل كاهل المرأة وتحدّ من قدرتها على تحقيق التوازن بين مسؤولياتها الأسرية والمهنية.

إحدى المسائل الجوهرية في هذا السياق هي التفاوت في الأجور بين الجنسين. تشير التقديرات إلى أن النساء في المتوسط يكسبن 80 في المئة فقط مما يكسبه الرجال من الوظائف نفسها. ولا تقتصر هذه الفجوة على البلدان النامية، بل تمتد إلى البلدان المتقدمة أيضاً، وتنعكس في شكل أوضح في القطاعات التي يسيطر عليها الرجال مثل التكنولوجيا والهندسة. في العالم العربي، تتفاقم المشكلة بسبب التقاليد التي تقلّل من قيمة عمل المرأة أو تضع قيوداً على فرصها المهنية.

هذا وتمثّل التشريعات القانونية في العديد من البلدان العربية أيضاً تحدّياً أمام تمكين المرأة اقتصادياً. على رغم مصادقة معظم البلدان على اتفاقيات دولية تعزّز المساواة بين الجنسين، يظل تنفيذ هذه الاتفاقيات على أرض الواقع متأخراً. تجعل القوانين المتعلّقة بالإرث والملكية، مثلاً، المرأة في الأغلب في موقف اقتصادي أضعف مقارنة بالرجل. ويحدّ عدم القدرة على التحكم الكامل في الموارد المالية أو الوصول إلى التمويل اللازم من فرص النساء في إنشاء مشاريعهن الخاصة أو توسيعها.

في البلدان العربية، تُعتبَر التشريعات الأسرية من بين العقبات الرئيسية التي تواجه المرأة. تمنح بعض القوانين الرجل السلطة على قرارات المرأة الاقتصادية والاجتماعية، مثل العمل أو السفر، ما يحدّ من قدرتها على تحقيق الاستقلالية المالية. بالإضافة إلى ذلك، تعاني النساء في بعض البلدان من قيود تتعلّق بساعات العمل أو طبيعة الوظائف التي يُسمح لهن بشغلها، وهو ما يقلّل من فرصهن المهنية ويعزّز الفجوة الاقتصادية بين الجنسين.

ويمثّل اقتصاد الرعاية تحدّياً آخر يؤثّر في شكل كبير في مشاركة المرأة الاقتصادية. تتحمّل النساء العبء الأكبر في تقديم الرعاية غير المدفوعة الأجر، سواء للأطفال أو كبار السن. هذه المسؤوليات تجعل النساء غير قادرات على الانخراط الكامل في سوق العمل، ولاسيما في ظل غياب البنية التحتية اللازمة لدعمهن. مثلاً، يشير تقرير صادر عن “الإسكوا” إلى أن نقص مراكز العناية اليومية ودور المسنين يؤدّي إلى تحميل النساء مسؤوليات إضافية تمنعهن من تحقيق تطلعاتهن المهنية. يُذكَر أن جائحة كوفيد-19 عمّقت هذه الأزمة، إذ أجبرت العديد من مراكز الرعاية على إغلاق أبوابها، ما دفع النساء إلى التعامل مع عبء مضاعف من العمل المنزلي وغير المنزلي.

على رغم هذه التحدّيات، ثمّة مبادرات تهدف إلى تعزيز التمكين الاقتصادي للمرأة في البلدان العربية. في تونس والمغرب، مثلاً، اتُّخِذت خطوات مهمة لتحسين فرص التعليم والتوظيف للنساء. لكن على رغم هذه الجهود، لا تزال الفجوة بين الجنسين قائمة. تواجه النساء في هذه البلدان عقبات مثل نقص التدريب المهني الموجه، وضعف الفرص في القطاعات ذات الأجور المرتفعة.

وتشير الدراسات ذات الصلة إلى أن الاستثمار في التعليم والتدريب المهني للنساء يمكن أن يحقّق فوائد اقتصادية هائلة. ذلك أن النساء اللاتي يحصلن على تعليم جيد وتدريب مناسب في مجالات التكنولوجيا والابتكار يملكن فرصة أفضل للانخراط في الاقتصاد الرسمي والحصول على وظائف ذات أجر جيد. فالتعليم ليس فقط وسيلة لزيادة مشاركة المرأة الاقتصادية، بل هو أيضاً أداة لتعزيز الثقة بالنفس والتمكين الذاتي.

وتمثّل ريادة الأعمال واحداً من المجالات الواعدة لتعزيز تمكين المرأة اقتصادياً. على رغم ذلك، تواجه النساء الراغبات في بدء مشاريعهن تحدّيات كبيرة في الوصول إلى التمويل. كثيراً ما تتطلّب المصارف والمؤسسات المالية ضمانات يصعب على النساء توفيرها بسبب قوانين الملكية والإرث. ويكمن الحل في تعزيز برامج التمويل الموجهة للنساء، وتقديم الدعم الفني والإداري لهن لتمكينهن من تطوير مشاريعهن.

ويُعَد الاستثمار في البنية التحتية لخدمات الرعاية خطوة حاسمة لدعم مشاركة المرأة في سوق العمل. ومن شأن إنشاء مراكز عناية حديثة وميسرة التكلفة أن يساعد في تخفيف العبء عن النساء ويتيح لهن الفرصة للتركيز على تطوير مهاراتهن المهنية أو الحصول على وظائف جديدة. بالإضافة إلى ذلك، من شأن تحسين وسائل النقل العام وزيادة أمانها أن يشجع النساء على العمل في المناطق الحضرية، حيث تُعد مسائل الأمن والتحرش في وسائل النقل من بين الأسباب التي تدفع النساء إلى الابتعاد عن سوق العمل.

يتطلّب تحقيق التمكين الاقتصادي للمرأة تعاوناً بين الحكومات، والمؤسسات الخاصة، والمجتمع المدني. ومن الواجب مراجعة القوانين والسياسات لضمان إزالة جميع العقبات التي تحول دون مشاركة المرأة الكاملة في الاقتصاد. الاستثمار في التعليم والتدريب، وتعزيز برامج ريادة الأعمال، وتطوير البنية التحتية لخدمات الرعاية هي خطوات أساسية لتحقيق هذا الهدف.

تمكين المرأة اقتصادياً ليس مجرد مطلب تنموي أو حقّ إنساني، بل هو ضرورة لبناء مجتمعات منصفة ومستدامة. يعزّز إشراك النساء في الاقتصاد في شكل متكافئ من الابتكار والإنتاجية، ويساهم في تحقيق استقرار اجتماعي واقتصادي. وعندما تتحقّق المساواة الاقتصادية بين الجنسين، تجني المجتمعات بأكملها مزايا. لذلك، من الضروري مواصلة العمل لتحقيق هذا الهدف، مستلهماً النجاحات التي أُحرِزت ومواجهة التحدّيات القائمة بإرادة قوية وإجراءات فاعلة.
